Interim Commissioning Manager - Homecare Procurement | Adult Social Care

Purpose of the role:
An interim role within Local Authority Adult Social Care, sitting as part of a wider homecare procurement programme. The role will lead commissioning activity and support the successful delivery of the programme, ensuring high-quality, sustainable and value-for-money homecare provision.

Key responsibilities:

Lead commissioning activity within the wider homecare procurement programme.

Support the development and delivery of the homecare commissioning and procurement strategy.

Lead provider engagement, market shaping and procurement activity.

Work closely with procurement, finance, operational Adult Social Care teams and external providers.

Analyse demand, capacity, quality and cost to inform commissioning decisions.

Support tendering, contract mobilisation and transition to new arrangements.

Monitor provider performance and contribute to service improvement and value for money.

Ensure activity aligns with Adult Social Care priorities, local authority requirements and relevant legislation.

Essential experience:
Previous experience within Local Authority Adult Social Care is essential, alongside significant experience of homecare commissioning and procurement. Candidates should have a strong understanding of the local authority adult social care market and experience contributing to or delivering complex procurement/commissioning programmes.
